The goal of Enchantments Rebalanced is to improve unbalanced enchantments and to change how some enchantments are obtained, from an experienced player's perspective.

A note about the design of Enchantments Rebalanced
Enchantments Rebalanced is created from the standpoint that some enchantments are imbalanced, and that most enchantments can be obtained too easily. While I understand that some may agree with these opinions, many likely don't.
Don't expect your personal opinion to be validated and your own playstyle to be strengthened by Enchantments Rebalanced.
Changes
- Mending and Unbreaking are now mutually exclusive
- This change introduces a tradeoff between two choices:
- Equipment with infinite lifespan, at the expense of needing to go and repair more often, or;
- Equipment that lasts longer, but will eventually need to be replaced
- This change introduces a tradeoff between two choices:
- All anvil costs for enchantments have been adjusted
- This, for the most part, makes lower tier enchantments add 1-2 levels, medium tier add 3-4, and high tier add 4-8 levels.
- Anvils are now 8 iron ingots cheaper (31 -> 23)
- Librarian villagers can no longer sell Mending
- Fletcher villagers ask for double the amount of sticks when buying sticks from players
- This is to reduce the efficiency of wood farms for villager trading
