Additions

• Added Creative Key item that can lock and unlock all lockable objects.
• Added Creative Bind Breaker item that can reset the bindings of any lockable object.
• Added Creative Restraint Cutter item that can remove all restraints off of a player.
• Added the item tag "can_reinforce_padlock" so users can replace the item used to reinforce padlocks, multiple entries are supported.
• Each restraint's durability can now be changed via the server config.

Fixes

• Fixed an error on servers allowing locked blocks to be accessed while holding any key.
• A player's chat messages are now "muffled" when duck tape is on their head.
