Mod Overhaul - 0.3

Changed the way the mod handles water during rain to be more efficient by using the same code that's used for placing snow
Remove convertChunkRadius and extraProtection
Add config option canPlaceWater, placeChance and levelToPlace to allow for more control over the water placement
